Procurement and Bid Opportunities
The Permian Basin Regional Planning Commission Procurement Department is the department responsible for the acquisition of goods and services for all programs that fall within the Permian Basin Regional Planning Commission. The PBRPC Procurement Department is authorized to make purchases, issue formal solicitations including Invitation for Bids (IFB), Request for Proposals (RFP), Request for Offers (RFO), and to issue subsequent contracts.
The PBRPC Procurement Department holds the responsibility and accountability related to the expenditure of public funds in the highest regard. Therefore, we work to ensure timely and efficient acquisition of goods and/or services at the best value for the PBRPC that are consistent with good business practices. One of our main goals is to maintain fair, equitable, and competitive purchasing procedures in accordance with Federal and State laws, regulations, and applicable local codes for vendors interested in doing business with the PBRPC or any of its programs.
We encourage the participation of qualified vendors in the bidding process, emphasizing opportunities for small businesses, HUB and DBE vendors, and minority and/or women owned businesses.
Projects and requirements for the PBRPC and its programs vary widely and as a result, this creates a strong need to rely upon the Permian Basin business and contractor community to meet its needs. We encourage the business and contractor community to participate in the various bidding processes offered.

Question: Please clarify which counties will be covered by this Plan?
Answer: All 17 counties served by the PBRPC are covered (Andrews, Borden, Crane, Dawson, Ector, Gaines, Glasscock, Howard, Loving, Martin, Midland, Odessa, Pecos, Reeves, Terrell, Ward, Winkler).
Question: Please clarify the forms to be submitted with the proposal?
Answer: Page 4 (under proposal submission requirements) only mentions PTN 130, while page 7 (under RFP Section 8: Attachments) lists PTN 130 as well as several more. Page four outlines what must be included in the sections of the response. Page 7 outlines additional attachments that must be included. The PTN falls under both, meaning it should be included in the proposal as well as included as an attachment.
Question: When does the PBRPC anticipate awarding a contract for this engagement?
Answer: Between June 24-July 1. Dates are subject to change.
