A comprehensive economic development strategy (CEDS) is designed to bring together the public and private sectors in the creation of an economic roadmap to diversify and strengthen regional economies. The CEDS report features updated data and analysis for the Permian Basin region, focusing on key areas such as:
- Education and Workforce Development
- Transportation and Infrastructure
- Industry Diversification and Resiliency
- Regional Marketing and Outreach

The Permian Basin has the following Metropolitan Statistical Areas (MSA): Odessa, Texas Metropolitan Statistical Area; Midland, Texas Metropolitan Statistical Area (MSA); and the Midland-Odessa Combined Statistical Area.
