Solid Waste Management

Solid Waste Management is responsible for conducting various municipal solid waste management related services and support activities. Such services and activities include monitoring the overall implementation of the region's Solid Waste Management Plan, assisting the Texas Commission on Environmental Quality (TCEQ) in implementing and monitoring (at the regional level) various municipal solid waste management programs, supporting (where applicable) regional and sub-regional waste advisory committees, formatting regional strategies that address various TCEQ priorities, and conducting a variety of solid waste-related information and technical assistance activities for the region.

One of the purposes of this department is to further the accomplishment of the waste reduction and recycling goals of Senate Bill 1349, and Senate Bill 1051, and the TCEQ rules as they apply to the implementation of composting, waste reduction, waste diversion, and/or various recycling projects that are designed for the overall reduction of the amount of municipal solid waste disposed of by landfilling.

Solid Waste Management is also responsible for managing and administering pass-through grant programs for Solid Waste Implementation.

The application period for FY 2024-2025 is now OPEN.  See the documents below for preparing an application. Be aware that the deadline for submission is 5:00 PM Central Time, April 1st, 2024. Solid Waste Management Plan

The Permian Basin Regional Solid Waste Plan identifies the following as priority projects for this region, but you can create other categories and relate them as best as possible:

  • Local Enforcement
  • Litter and Illegal Dumping Clean Up and Community Collection Events
  • Source Reduction and Recycling
  • Citizens' Collection Stations and "Small" Registered Transfer Stations
  • Household Hazardous Waste Management

The Texas Commission on Environmental Quality (TCEQ) has Municipal Solid Waste (MSW) maps which include information about landfills, landfill gas for beneficial use, monofill landfills, and processing facilities.

The Permian Basin Regional Planning Commission (PBRPC) Closed Landfill Inventory was prepared from information furnished by the Texas Commission on Environmental Quality (TCEQ), permitting records on file with the TCEQ and Texas Department of Health, aerial photography, county property records and/or latitude and longitude developed by the PBRPC. The information contained in the PBRPC Closed Landfill Inventory represents, based on the best available information, the TCEQ and PBRPC judgment about landfill locations and sizes. Neither the TCEQ nor PBRPC warrant the accuracy, timeliness or completeness of the information contained in the PBRPC Closed Landfill Inventory. Because the TCEQ and PBRPC have inventoried only known municipal solid waste landfills, the TCEQ and PBRPC make no representation about municipal or other solid waste landfills other than those described in the PBRPC Closed Landfill Inventory.

The PBRPC Closed Landfill Inventory is subject to periodic revision. The PBRPC Solid Waste Coordinator should be contacted at (432) 563-1061 to obtain the most up to date information for any site contained in the PBRPC Closed Landfill Inventory.
